Important: To benefit from duty-free trade, your goods must meet "rules of origin" requirements. This means sufficient processing or manufacturing must occur in Kosovo. What Is CEFTA?
The Central European Free Trade Agreement (CEFTA) is a free trade zone covering the Western Balkans. Kosovo has been a member since 2007 and holds the CEFTA Chairmanship in 2026.

What Is the SAA?
The SAA is Kosovo's formal agreement with the European Union, in force since April 2016. It provides the framework for trade liberalisation, legal harmonisation, and political cooperation between Kosovo and the EU.
What It Means for Exporters
- Most Kosovo-origin goods enter EU markets at 0% tariff as of 2026
- Exceptions: Only sensitive agricultural products remain subject to quotas or residual duties
- Future provisions: Gradual liberalisation of services, investment rights, and establishment, eventually allowing Kosovo service providers to set up branches in EU states under similar conditions as local companies

Kosovo participates in the Pan-Euro-Med system of diagonal cumulation. This means your products can incorporate inputs from EU countries, EFTA states (Switzerland, Norway, Iceland, Liechtenstein), Turkey, and Western Balkans countries without losing their preferential origin status.
Example: A Kosovo company that imports German components, assembles them in Kosovo, and exports the finished product to France can still claim Kosovo origin and benefit from duty-free access, provided the processing meets the specific rules for that product category.
EUR.1 Certificate (Movement Certificate)
The EUR.1 is the official document proving that your goods qualify for preferential treatment.
- Issued by Kosovo Customs after verification that origin requirements are met

- Valid for 4–10 months depending on the destination
- Required for shipments above €6,000 where preferential tariffs are claimed

- Invoice declaration: For shipments valued at €6,000 or less, exporters can declare origin directly on the commercial invoice
- Approved Exporter status: Frequent exporters can apply for authorisation to self-declare origin on invoices for any shipment value, avoiding the need for individual EUR.1 certificates
