All-In Cost Summary
Before going deep on each line item, here is the full picture at a glance.
| Cost Category | Details |
|---|---|
| Legal service tier | Contact us for current pricing |
| KBRA registration fee | ~€25 |
| Notary fees (AoA) | €50–100 |
| Fiscal number | Free |
| Bank account opening | €0 |
| Registered address (yr 1) | Varies (included in some service tiers) |
| Accounting (first months) | Included in some service tiers, separate in others |
The numbers above assume you are a non-resident foreign founder forming a standard single-member LLC. Your exact total will depend on whether you need a virtual office address and how complex your accounting situation is in the first months.
Government and Registration Fees
This is the part that surprises most people: the government fees themselves are almost trivially low.
Kosovo Business Registry Authority (KBRA) filing fee: ~€25
This is the official state fee for registering your LLC with the Kosovo Business Registry. It covers the submission of your Articles of Association, the issuance of your registration certificate, and the assignment of your business identification number. The fee is paid directly to the KBRA and is non-negotiable regardless of which legal service provider you use.
Notary fees for Articles of Association: €50–100
Your Articles of Association (AoA) must be notarised before submission. Kosovo notary rates are set by the Kosovo Notary Chamber and typically fall in the €50–100 range for a standard LLC formation. Complex structures or multi-member companies may edge toward the higher end of that range.
Fiscal number (Tax Authority registration): Free
Once your company is registered with KBRA, I register it with the Kosovo Tax Administration (TAK) and obtain your fiscal number. This registration carries no government fee.
Apostille and legalisation of foreign documents: €50–200 (if applicable)
If you are a non-resident founder, certain documents, typically your passport and proof of address, may need to be certified or apostilled in your home country before they are accepted in Kosovo. The cost varies significantly by country. UK founders can obtain an apostille from the FCDO for around £15–30 per document. German or US founders should budget €50–100 for notarisation and apostille together. I will advise you on exactly what is required for your specific nationality during our initial consultation.
VAT registration: free (handled within your service)
If your business crosses the €30,000 annual turnover threshold, VAT registration with TAK is mandatory. Below that threshold it is voluntary. VAT registration itself is free and is included within all formation service tiers.
Summary: government fees alone total approximately €75–125 for a standard formation. The rest of your investment is the professional service that makes the process smooth, fast, and legally correct.
Legal Service Tiers: What You Actually Pay For
The government fees are small. What you are really paying for when you hire AM Legal Services is expertise, speed, and the guarantee that everything is done correctly the first time.
I offer three service tiers, each designed for a different stage of business. Contact us for current pricing on each tier.
Essential Formation
Our essential formation service covers everything you legally need to have a properly registered, operational Kosovo LLC. It is the clean, no-frills path from idea to company certificate.
What is included:
- Initial consultation and legal guidance on your specific situation
- Drafting of your Articles of Association (AoA) tailored to your business structure
- KBRA filing and company registration (you receive your official registration certificate)
- Corporate bank account setup and introductions
- Help securing a registered business address in Kosovo (a legal requirement for registration)
Timeline: 4-5 weeks from the moment I receive your documents and first payment (full setup including bank account).
Who this is for: Freelancers, consultants, solo digital entrepreneurs, and small service businesses who are comfortable handling their own ongoing accounting and compliance. If you already have an accountant familiar with Kosovo or are willing to manage monthly filings yourself, our essential formation service gives you a fully legal company at the lowest entry cost.
Full-Service Formation (Recommended)
This is the service level I recommend to the majority of foreign founders, and for good reason. It takes you from zero to fully operational: registered, banking set up, compliant, and supported for the first quarter, without any gaps.
Everything in Essential Formation, plus:
- Beneficial Owner (BO) registration with KBRA (a legal requirement for all Kosovo companies)
- Advanced bank account coordination and full KYC document pack (eliminates the back-and-forth that slows most foreign applicants down)
- Real estate coordination via partner agency to secure your registered business address
- 3 months of accounting: bookkeeping, monthly tax filings, VAT filings if applicable, payroll filings if applicable
- 1 month of legal consultancy: ongoing access to me for any legal questions that arise during your first month of operation
Why this service level exists: In my experience, the first three months after formation are when most problems occur. VAT questions, bank account queries, minor compliance issues, understanding your first monthly tax filing. Our full-service formation builds that support directly into the engagement so you are not paying separately for every small question.
Who this is for: Foreign founders relocating revenue to Kosovo, agency owners, IT companies, e-commerce operators, consulting firms, and anyone who wants to be fully operational and compliant from day one without managing post-formation complexity themselves.
Comprehensive Formation
Our comprehensive formation service is built for serious international business structures: holding companies, multi-entity setups, businesses that need employees from day one, and investors who want full legal representation throughout the formation and early operation of their Kosovo entity.
Everything in Full-Service Formation, plus:
- TAK registration for complex tax profiles
- Full legal representation: I act on your behalf in all government interactions
- Employee contracts for up to 3 employees (drafted and compliant with Kosovo Labour Law)
- 6 months of accounting: full bookkeeping, monthly filings, VAT, payroll
- 3 months of legal consultancy: sustained access to legal guidance as your business scales
Who this is for: International investors, multi-company structures and holding entities, agencies scaling into Kosovo, startups planning to hire from day one, and any founder who wants to hand the entire process to a professional and receive a fully operational, fully compliant company in return.
Who Should Choose Which Service Level
Not sure which tier fits your situation? Here are five concrete scenarios.
Scenario 1: UK-based freelance developer, €80K/year in client revenue
You work solo, have one client, and want to pay 10% corporate tax instead of 40%+ income tax in the UK. You are comfortable doing basic bookkeeping yourself. Our essential formation service is your best fit.
Scenario 2: German e-commerce founder, selling into EU markets
You are moving your Shopify store to a Kosovo entity, expect €200K+ turnover in year one, and need VAT filings from month one. You want someone else to handle compliance. Our full-service formation is your best fit.
Scenario 3: US-based SaaS company opening a Kosovo subsidiary
You are structuring a multi-entity holding arrangement, need employment contracts for two local hires, and want full legal representation during the process. Our comprehensive formation service is your best fit.
Scenario 4: Digital nomad, small consulting practice, €40K/year
You are price-sensitive, have used accounting software before, and just need a legitimate company registered fast. Our essential formation service is your best fit.
Scenario 5: Agency owner, €500K revenue, scaling a team
You want six months of accounting included, three months of legal support, and zero surprises during the first half-year. Our comprehensive formation service is your best fit.

Ongoing Costs After Formation
Your formation cost is a one-time investment. Below are the recurring costs you should build into your financial model from year one.
Accounting and bookkeeping: €100–300/month
After your included accounting months (3 with our full-service formation, 6 with our comprehensive formation), or from day one with the essential formation service, you will need monthly accounting services. The cost depends on transaction volume and complexity:
- Simple service company with few transactions: ~€100–150/month
- E-commerce or product business with higher volume: ~€200–300/month
I can introduce you to trusted accountants in Kosovo, or you can engage your own.
Registered business address (virtual office): €50–100/month
Every Kosovo LLC must maintain a registered address. If you are not physically based in Kosovo, you will use a virtual office service. Rates in Prishtina typically run €50–100/month for a professional address with mail handling. Our full-service and comprehensive formation tiers include address coordination in the formation phase; the ongoing monthly fee is a separate commercial arrangement with the address provider.
Annual company maintenance: minimal
Kosovo does not impose heavy annual renewal fees. Your primary ongoing obligation is filing your annual financial statement with the Kosovo Tax Administration (TAK) by 31 March each year. This is handled by your accountant as part of their monthly retainer and typically adds no additional cost.
Additional legal services (if needed):
If issues arise requiring dedicated legal time outside your included consultancy months, contact us for current hourly rates. For most straightforward foreign-owned Kosovo LLCs, additional legal fees in year one are rare.
Hidden Costs to Watch Out For
Some providers advertise very low formation fees and then charge separately for items that should be included. Here is what to ask about before you sign anything with any provider.
BO registration charges: Beneficial Owner registration is a legal requirement in Kosovo. Some providers list it as a paid add-on charged after formation. At AM Legal Services it is included in our formation services.
Bank account "introduction fees": Certain intermediaries charge separately for introducing you to a Kosovo bank. Bank account introduction and coordination is included in all of our formation services.
KYC document preparation fees: Gathering and formatting your Know Your Customer documents for the bank can be time-consuming. Some providers bill for this separately. Advanced KYC pack preparation is included in our full-service and comprehensive formation tiers.
Apostille sourcing: Make sure you understand exactly which of your documents need apostille certification, how to get them done cheaply in your home country, and whether your provider will tell you this upfront or charge a "document review fee" when you get it wrong. I give you a precise document checklist during your initial consultation.
Annual registered address costs not disclosed upfront: Confirm whether any quoted formation fee includes address costs for the first year or only the registration phase. The ongoing monthly address fee is a legitimate cost to budget for, but it should be disclosed clearly.
Translation costs: If any of your documents are not in Albanian or English, certified translation may be required. This is uncommon for UK, US, and most EU founders but worth confirming for your specific nationality.
At AM Legal Services, I give you the complete cost picture before you sign. No invoice should ever surprise you.
Kosovo vs Competitor Jurisdictions: Cost Comparison
Kosovo company formation cost is competitive against every major low-tax European jurisdiction. Here is how the numbers compare on a like-for-like basis.
| Jurisdiction | Corporate Tax | Time to Register | Dividend Tax (foreign shareholder) |
|---|---|---|---|
| Kosovo | 10% | 1-6 business days | 0% |
| Estonia (e-Residency) | 22% on distribution | 2-4 weeks | Included in 22% CIT on distribution |
| Bulgaria | 10% | 2-4 weeks | 10% (doubled from 5% on 1 January 2026) |
| Cyprus | 15% (increased from 12.5% on 1 January 2026) | 3-6 weeks | 5% SDC (domiciled); 0% non-domiciled |
| Ireland | 12.5% (trading); 15% for MNE groups ≥ EUR 750M under Pillar Two | 2-3 weeks | 25% domestic (treaty reductions widely available) |
| Malta | 35% (effective ~5%) | 4-8 weeks | Complex refund system |
Kosovo's advantage is not just the tax rate. It is the combination of zero dividend tax for foreign shareholders, Euro currency (no exchange rate risk), straightforward registration, and competitive formation costs for a high level of legal support.
Estonia is often the first option digital nomads consider, but the e-Residency model requires you to distribute profits before you can access them personally, triggering a 22% tax at that point. Kosovo's 0% dividend tax means you keep the full after-tax profit when you pay yourself. On €100,000 in annual profit, that difference alone is worth €12,000 per year.
Bulgaria matches Kosovo's 10% corporate rate and is cheaper on formation fees, but it adds a 10% dividend withholding tax (doubled from 5% on 1 January 2026 under the 2026 Budget Law) and the registration process takes longer. For a founder who wants to pay nothing on dividends and have a fully operational company, Kosovo is the clear winner.
Frequently Asked Questions
What does the essential formation service cost, and is it truly all-in?
Our essential formation service covers the legal service fee for the formation itself. On top of that, you will also pay approximately €25 in KBRA registration fees and €50-100 for notary fees, which are government charges paid directly to the relevant authorities. If your foreign documents require apostille certification in your home country, that is an additional cost you handle before submitting documents to me. Contact us for current pricing.
Why does the full-service formation cost more than the essential formation?
The difference covers three months of accounting, one month of legal consultancy, Beneficial Owner registration, advanced bank KYC coordination, and real estate address coordination. Our full-service formation bundles the first quarter of operations at a meaningful discount while ensuring compliance from day one. Contact us for a detailed quote.
Can I start with the essential formation and add services later?
Yes. You can engage me for the essential formation to get your company registered and then discuss ongoing accounting and legal support as separate arrangements. The formation work does not lock you into any particular ongoing service tier.
What is the most affordable way to have a legal Kosovo company?
The most affordable path is our essential formation service, which covers formation essentials, plus roughly €75-100 in government and notary fees. You would then handle your own accounting and ongoing compliance. This is a realistic option for low-revenue solo operators who are comfortable with basic bookkeeping and monthly self-filing. Contact us for current pricing.
Are there any annual government fees to keep my Kosovo company active?
There are no significant annual government renewal fees for Kosovo LLCs. Your primary ongoing obligations are monthly tax filings with TAK and an annual financial statement due by 31 March each year. Both are handled by your accountant and are included within their standard monthly retainer rather than as separate government charges.
Ready to Know Your Exact Cost?
Every formation is different. The numbers in this guide are accurate for standard cases, but your specific structure, nationality, and business type can affect the total. The fastest way to get a precise number is a free 15-minute call where I assess your situation and give you a complete cost breakdown. No surprises, no hidden extras.
I personally handle every client engagement at AM Legal Services. You will work directly with me from the initial consultation through to your company being fully operational. If any government application is rejected due to an error on my part, I will resubmit at no additional cost.
